You cannot be charged for something you did not accept. They can't charge you for classes you did not attend. You cancelled before it began. As long as you did what you said, you will be fine. I believe you're talking about the sheet where you initial next to a bunch of sentences. That is just to make sure you know that a loan needs to be repaid and must be repaid even if you do not complete the program. It doesn't say that you must pay for the loan if you didn't attend classes. It's not a promissory note or a loan. They give that to everybody, it covers their ass in case you don't understand a loan needs repaid.
You canceled in person, mailed a letter, and notified the VA. I think you have it covered. It would be illegal if they charged you for classes you did not attend, they are not going to risk further investigations on something so stupid. If it would make you feel better, just go back down to the campus and verify you are not enrolled and get a signed letter if you need it.
