This is my best guess... The policy makers shakedown ITT Tech and ITT Tech pays up. And then the policy makers continue to give (yes, give) these same crooks billions of dollars. This is repeated every few years. I could be wrong.

As the industry pours more money into lobbying, marketing and campaign finance, both Republicans and Democrats in Congress have shown their support.
