Academic programs offered in Texas must be approved by the Higher Education Coordinating Board, but skeptics say that doesn't ensure students are learning.
A critical report last fall by the General Accounting Office found that some proprietary schools bent the rules to help students qualify for financial aid, money that directly bolsters the school's bottom line.
