Andrew T. Waite is among the 42 percent of Worcester State University students who will graduate with debt, but he's also an example of someone who factored financial responsibility into his decision. He switched from the for-profit ITT Technical Institute in Wilmington, which he estimates would have cost him about $80,000 for four years. This year at Worcester State, he took out just $3,500 in loans
